The Packaging Certificate of Conformity (PCoC) is an official document by which the manufacturer declares that packaging complies with the requirements of the EU Packaging and Packaging Waste Regulation (PPWR – Regulation (EU) 2025/40).

The certificate is based on a completed conformity assessment and supporting technical documentation and serves as formal proof of compliance for regulators, customers, and the supply chain.

From 12 August 2026, all packaging placed on the EU market must be supported by a declaration of conformity and appropriate technical documentation.

PCoF is part of a broader compliance framework that includes traceability, technical files, and digital integration (e.g., Digital Product Passport).

PCoC enables:

  • All material types (plastic, paper, metal, glass, composites)

  • Packaging subject to additional regulations (e.g., food contact, hazardous substances, batteries)

A certificate must exist for each packaging type or packaging family.
